Port services are service providing activities required for port exploitation, intended to enable operations related to maritime traffic feasible and safe, efficient, regular, continuous and available to all and that are developed within the territorial area of Port Authorities.

a) Vessel pilotage service: Pilotage is understood to be an advisory port service for the captains of vessels and floating craft, which is given on board these vessels and craft, to enable them to enter and leave a port, and to carry out the corresponding nautical manoeuvres within the port and within the geographical boundaries of the pilotage area, under safe conditions and in the terms set out in the corresponding law.

b) Port tugboats service: the port tugboats service is understood to be a nautical operation to assist vessel manoeuvring, known as towing, based on the instructions given by the vessel’s captain, using the assistance of one or more than one vessel, known as tugboats, which provide their driving force, or which accompany, or are available within the limits of the port service area waters.

c) Mooring and unmooring service: mooring service is understood to be taking charge of a vessel’s mooring lines, carrying them and attaching them to the corresponding mooring elements on the quays or berths in the mooring area designated by the port authority, based on the instructions given by the vessel’s captain and in the correct order and positions so as to facilitate berthing, unmooring and unberthing operations. Unmooring service is understood to be casting off a vessel’s mooring lines from the mooring elements it is attached to in the correct order and in accordance with instructions given by the captain, without affecting the mooring conditions of the adjoining vessels.

d) Passenger embarkation and disembarkation service: this service includes the organisation, control and, if necessary, the implementing of the necessary means to ensure suitable passenger access from the passenger terminal or quay to awaiting passenger vessels, and vice versa.

e) Loading and unloading service for passenger baggage and vehicles: the baggage loading and unloading service includes the organisation, control and, if necessary, the implementing of the necessary means to ensure suitable reception of passenger baggage on land, its identification and subsequent transfer to a vessel and placement on the site or sites as required, as well as the reception of passenger baggage on board a vessel from the site or sites as established, and their subsequent transfer to land and delivery to each of the individual passengers. The loading and unloading service for passenger vehicles includes the organisation, control and, if necessary, the implementing of the necessary means to ensure the transfer of these vehicles – both ways – from quay or parking zone to a vessel.

f) Vessel-generated waste collection service regulated by Annex I of the MARPOL 73/78 Convention: Included in this service are the activities of collection of vessel-generated waste as regulated by Annex I of the International Convention for the Prevention of Pollution from Ships 1973, amended by Protocol of 1978, now in its version in force (MARPOL 73/78), and if relevant, the storage, classification and prior treatment of said waste products in the port service area, and their transfer to an authorised treatment facility by the competent authority.

All ports managed by the Port Authority of Valencia:

g) Vessel-generated waste collection service regulated by Annex V of the MARPOL 73/78 Convention: Included in this service are the activities of collection of vessel-generated waste as regulated by Annex V of the International Convention for the Prevention of Pollution from Ships 1973, amended by Protocol of 1978, now in its version in force (MARPOL 73/78), and if relevant, the storage, classification and prior treatment of said waste products in the port service area, and their transfer to an authorised treatment facility by the competent authority.

All ports managed by the Port Authority of Valencia:

h) Vessel-generated waste collection service regulated by Annex IV of the MARPOL 73/78 Convention: Included in this service are the activities of collection of vessel-generated waste as regulated by Annex IV of the International Convention for the Prevention of Pollution from Ships 1973, amended by Protocol of 1978, now in its version in force (MARPOL 73/78), and if relevant, the storage, classification and prior treatment of said waste products in the port service area, and their transfer to an authorised treatment facility by the competent authority.

All ports managed by the Port Authority of Valencia:

i) Goods loading and unloading, stevedoring and transhipment service: Understood to be integrated in this port service are all activities for loading and unloading, stevedoring and goods in transhipment, permitting the transfer of cargo between vessels, or between vessels and land transport or other transport means. To be considered as included in this service, such activities must be carried out integrally within the port services area, and have a direct and immediate connection with a specific loading or unloading or transhipment operation for a given vessel.
