València, 29 February 2024.- The PAV Board of Directors, held today in the Clock Building, holding a minute’s silence for the victims of the serious fire in Campanar. It also wished to express its recognition of the work of the firefighters and security forces.

The PAV Board of Directors reviewed current issues and reported on the farmers’ concentration in the Port of València – which passed off without serious incident or affecting port activity. In this regard, the PAV’s sensitivity to the concerns of Valencian farmers was highlighted and the willingness to contribute to facilitating and improving the competitiveness of the Valencian business and agricultural fabric was emphasised.

In addition, the members of the Council were given a detailed explanation of the subsidies applied in València: at the moment, subsidies are given generically to ‘containerised fruit and vegetables’, with exports benefiting the most. However, the PAV has shown its willingness to review – within the framework of the preparation of the Business Plan – the criteria applied on this point.

North Terminal

The PAV Board of Directors meeting this morning approved the extension of the deadline for submitting bids for the North Terminal construction project as a result of queries received through the State Contracting Platform, the PAV’s objective being to maintain the initial deadlines for formalising the contract.

The extension of the deadline for the submission of bids is the result of two requests for clarification made through the State Contracting Platform, in which it was made clear that some of the potential bidders were unable to find currently available dredgers with the required characteristics. Therefore, the consequent impact that this could have on the principle of free competition has been assessed, and the construction processes have been studied and analysed again, considering it sufficient for bidders to be able to prove the availability of a backhoe dredger with a minimum power of 2,300 hp in the excavator and a minimum dredging depth of 28 m, proposing the modification of the solvency conditions in this sense.

The modification of the Specific Administrative Conditions to govern the procedure for the award and execution of this project has affected two points: section F.3 (table of characteristics) – modifying the means of technical and/or professional solvency relating to machinery, material and technical equipment -; and annex 1 (model of responsible declaration complementary to the DEUC), modifying sections 3.c and 4.b.

The situation in the Red Sea and Gulf of Aden area has also been reviewed, which continues to be unstable, as described by the main shipping companies. Since the last week of December and up to 22 February, according to data from Alphaliner (international information platform for the liner shipping industry), a total of 1,027 ships have been diverted to the Cape, with 505 travelling West and 522 heading East. Work is proceeding normally in the port of València.

In relation to other business matters, the celebration of the Chinese New Year and the almost complete stoppage of production and commercial activity in the country in a period from 10 February to 17 February was recalled. In the case of València, it is estimated that its effects will begin to be felt six or seven weeks after this date, with a slight drop in the number of calls and TEUs of local import cargo and transhipment in services from the Far East.

Appointment of positions on the Navigation and Port Councils of the ports managed by the PAV

Today’s meeting also approved the renewal of members, positions and rules of the Navigation and Port Councils (CNP) of the ports managed by the PAV. Thus, as far as the Port Authority of València is concerned, the current “born” representation of the PAV in the Navigation Council (CNP) has been agreed in the general director of the Port Authority, Enrique Belda; in the deputy director and head of Commercial and Business Development, Néstor Martínez; in the deputy director and head of the Operations Area, Rubén Marín, and in the general secretary, a post currently held by Jorge Herrero.

Within the CNP, the Port Authority will have two members on the Port Services Committee and three members on the Security Committee, where, in addition to the general director and the head of the PAV’s Operations Area, the head of Industrial Security, José Luís Pérez Amieva, will also sit.

Renewal of VPI (Valencia Plataforma Intermodal y Logística) to give continuity to the activities already initiated

The Board of Directors of the PAV has resolved to entrust “Valencia Plataforma Intermodal y Logística, S.A. (VPI)” with the “environmental promotion of Valenciaport, collaboration in the institutional promotion in international organisations and in the logistics promotion of the ports dependent on the Port Authority of València from March to December 2024”.

Approval of the partial modification of the valuation of land in the Port of València

The Board of Directors of the Port Authority of València has approved the “Proposal for partial modification of the valuation in force in the area of the port area adjoining the Nazaret district”. This modification and revision is motivated by the aim of adjusting the values of the land to the current reality. This approves the adjustment of the surface areas of three functional sub-areas of the current valuation as a result of the correction of the DEUP carried out in 2018. Likewise, a new value is assigned to each functional sub-area, calculated on the basis of the new approved urban planning conditions (uses assigned to the different plots, buildability, etc.).
