• The Official Inspection Services-BCP Working Group held a meeting to work on improving the efficiency of the activity at the Border Control Post

València, May 10th, 2023.- The Working Group of Official Inspection Services-BCF (Border Control Post) held a meeting to address actions to improve the efficiency of operations at the BCP. The increase in activity in recent weeks was analysed, which has led to an increase in the average times from the time the lorry arrives at the PCF site, is positioned on the quay and the inspection begins. In order to improve these times, a series of proposals were put forward for analysis. For example, the advantages of communicating before the container is positioned whether the inspection by certain bodies will require a physical or documentary inspection were presented, thus freeing up the quay occupancy sooner. Likewise, the possibility of studying measures that could speed up seal inspections was also discussed.

With regard to the inspection of organic products, the importance of including the COI document number (organic product inspection certificate) for the processing of dossiers and requests for the positioning of this type of merchandise was recalled. In this line, emphasis was placed on the use of the special timetable set up at the PCF to attend to the physical inspections of containers of organic products first thing in the morning (8:00-8:30 a.m.) and thus avoid delays.

On the other hand, the incidents detected and the improvements developed within the scope of the ValenciaportPCS Intervention Manager (GESTIN) and the ValenciaportPCS Positioning Manager (GESPOS) were presented. Finally, it was stressed that operators should review the e-mail addresses with which they are registered to carry out telematic procedures, both in the different applications related to the Official Inspection Services and in the requests for positionings, as cases have been detected in which communications are not received due to errors in these e-mail addresses.

Incidence of road and rail infrastructures

The meeting discussed how the development of the road and rail infrastructure works currently underway in the port will affect the PCF facilities. Over the next few months, these works will entail specific modifications to the existing parking areas on the PCF site.

For this reason, additional parking spaces have been provided in areas close to the PCF in order to provide another parking area for lorries using this facility, if necessary, for the duration of the works. To this end, it was recalled that the coordination and communication with the lorry drivers, to indicate the time and location of the quay where to position the container, is carried out through the APP of the PCF Manager (Docks Logistics Spain).
