The Port Authority of Valencia (PAV) is working hard to adapt itself to the demands of the new Customs Code of the European Union that is due to come effective next November 1st.

The new European legislation turns marine terminals in temporary storage facilities for goods from outside the European Union, so the terminals are ultimately responsible for ensuring that all goods leaving its installation comply with pertinent customs requirements.

To accomplish the law and to ensure the correct cargo flow in the terminals, the Working Group, created by the PAV, and which are also integrated by the Valencian Shipping Association, Customs and Valenciaport Foundation, has agreed to split into two phases this procedure implantation.

The first phase includes the application of the procedure which includes the ” Guía para el uso del ValenciaportPCS para las salidas de terminal sin LSP ” and will be effective next November 1st. In this document are collected all measures necessary to remove a container terminal without filing the LSP, or the need that the delivery orders for transporters has to include appropriate customs authorization procedure. With the new regulations operative, if a container does not have customs clearance, container terminal cannot be delivered except in exceptional cases.

To facilitate adaptation to the new rules, the working group is organizing meetings with all involved logistics agents to introduce this guide and show the changes that will be mandatory from November 1st.
