València, December 17, 2025 – The Valencia City Council and the Port Authority held a new meeting today of the Inter-Administrative Cooperation Body, where they gave a boost to key investments and infrastructure projects to regenerate the area around the Clock Building and consolidate the Marina as a hub for entrepreneurship and tourist attraction.
On the one hand, the final urban development project for the area surrounding the Clock Building has been approved, which will enhance a key space connecting the city and the port. The project, jointly promoted by Valenciaport and Valencia City Council, has an investment of around €2 million (excluding VAT), financed entirely by the Port Authority of Valencia, and will turn this space into a more pleasant place for citizens to enjoy. The scope of the initial project has been expanded to include the old Copa Building, which is currently being demolished by the City Council.
This was explained by the president of the Port Authority of Valencia (APV), Mar Chao, and the mayor of Valencia, María José Catalá, who jointly presented a project that will consist of creating a landscaped area for pedestrians around the Clock Building, which has been declared a Site of Local Relevance. The area covered by the project is 12,568 square meters.
The project includes landscaped areas, pergolas, shaded areas, street furniture, and paving that guides pedestrian routes and creates areas for people to linger. It also includes maintaining the existing trees and renovating the lighting to improve energy efficiency and the environmental quality of the space at night.
Likewise, the dimensions of the current roundabout will be reduced, giving more space to pedestrians and cyclists and expanding the surroundings of this building, which is of high value to the city in general.
A first step towards integrating the old dock
The president of the APV highlighted that the presentation of this project marks an important step in the process of integrating the old dock of the port of Valencia into the city. “With this proposal, Valenciaport consolidates its position as a key player in generating value for the citizens of Valencia, both through its economic management and by offering new spaces as a result of its joint work with the City Council,” said Mar Chao.
In this regard, she pointed out that the port-city relationship is one of the basic pillars of the Valenciaport 2035 Strategic Plan. Social and territorial integration is one of the cornerstones of the plan, which seeks to strengthen the links between port facilities and their surroundings, with actions such as those carried out in the area around the Clock Building, which is a key space for cultural and business activities in the innovative environment being created in La Marina.
For her part, the mayor of Valencia stated that “this project benefits citizens, as the Port opens its heart to everyone with a new landscaped space that is more pleasant for walking and rediscovering one of the most beautiful areas of the city, the Marina.”
The works, for which bidding is expected to take place imminently, will begin after the demolition of the Copa Building, a building that hosted the 32nd America’s Cup and is now in disuse. The removal of this building will allow for the integration of the entire square next to the Clock Building into the landscape.
Start of procedures for the construction of a new building in the Marina
On the other hand, the Inter-Administrative Cooperation Body has agreed to begin the process of constructing a new building in the Marina: a 100-meter-high tower for tertiary use.
The Marina Special Plan envisages that a building will be constructed on the plot, located between Plaza de Las Horas, Calle de la Travesía, the former Maritime Station (now The Terminal Hub) and shed number 4, which is set to become one of the city’s main architectural landmarks due to its characteristics.
The surface area is 7,000 square meters with a buildable area of 28,000 square meters, where 30 floors and a height of 108 meters are contemplated. In addition, the new construction will have to be used for tertiary purposes, whether commercial, hotel, offices, or other tertiary uses. Private investment could exceed 120 million euros.
During the meeting, it was agreed that the City Council would proceed with the physical and legal clearance of the plot for the subsequent transfer of ownership to the Port Authority, in a similar manner to that carried out with the plot of the former Alinghi base. Subsequently, the Port Authority of Valencia will put out to tender the establishment of a surface right over the plot.

“We have left behind eight years in which nothing happened in this iconic place.
